The Social Performance of ASHI: a Participatory Assessment The SPI (Social Performance Indicators) initiative, now on its second phase, is testing the auditing tool developed in the first phase with selected MFIs in various parts of the world. The objectives of SPI Steering Committee in conducting this test are to check the accessibility, availability and reliability of the information provided, to define the questions precisely and to test the capacity of the tool to distinguish between different types of MFIs and different approaches to clients, in terms of social performances. One of those selected for an in-depth test of the social performance audit tool is Ahon Sa Hirap, Inc. (ASHI). ASHI engaged an external reviewer to administer the social performance audit. In the process, the external reviewer suggested adopting a participatory approach by involving the clients of ASHI in the external review. This report intends to describe this participatory approach to social performance assessment and to present the results of the experiment. Mila M. Bunker, February 2005

Fair Trade in Asia - the developmental role of Oxfam Oxfam, an international development, humanitarian and campaigning organization that works with others to find lasting solutions to poverty and suffering, has been at the forefront of making trade work for the poor, and has pioneered a fair trade movement to demonstrate this model of trade is fair both to the producers and consumers. This paper, presented at the Asian SME Forum in Hainan, China, in June 2004, has attempted to illustrate some of Oxfam’s efforts in the area of fair trade, with a special focus on Asia. Development and the State: A Changing Vision Development is a topic that can’t be dealt with without referring to the role of state intervention. The debate over state intervention, its goals and the extent of its application, has been a recurring one for more than three centuries. As far back as the 18th century, there have been several conflicting visions: was it necessary to let an unregulated market follow its natural course (resulting in an optimal allocation of resources), as some economists, like J-B. Say or A. Smith, recommended? Or rather, was it necessary that the state intervene, in particular so as to protect infant industries? (cf. F. List). Pierre Judet, January 2001
